Canada Provincial Nominee Program PNP is introduced to nominate individuals who have the desire to settle in a particular province on a permanent basis. h) Prince Edward Island Provincial Nominee Program (PEI PNP)

Steps to apply for Canadian Permanent Residency with a Provincial Nomination

Candidates can look for two pathways to apply for a PNP program in their nominated province.  You can go either for Express Entry System or apply directly to a province.

a) Apply through Express Entry System

Once you register yourself on Express Entry and manage to get the required score in the Express Entry pool, your profile will be viewed and might get selected in different provinces or territories.  Invitation is given by the province to candidates whose profile got picked by them.  If any province invites you, you get an invitation to apply (ITA) to apply for a permanent residency visa depending on the nomination or invitation given by the province.

b) Apply to a PNP

If you have decided to settle in any of the provinces, you can easily apply in that province. Go through the steps in order to apply for PNP application:

o  Select the province and apply for its PNP program.  Once you submit your application, it will be examined by the province government on their selection criteria/points system of that province.

o  Candidates who get selected receive a nomination letter from the province.

o  On the basis of nomination, you can apply for Canada permanent residency to IRCC  (Immigration, Refugee Citizenship Canada).

Best Provincial Nominee Program (PNP) to get Canada PR

Canada has numerous Provincial Nominee Programs (PNPs) to invite applicants who are interested to immigrate and as a result, nominates candidates to apply for Canada permanent residency. Here are a few programs you can think of applying to get Canada PR:

a) Ontario Immigrant Nominee Program (OINP)

b) Saskatchewan Immigrant Nominee Program (SINP)

c) Nova Scotia Nominee Program (NSNP)

d) British Columbia Provincial Nominee Program (BCPNP)

e) Manitoba Provincial Nominee Program (MPNP)

Working Process of the Provincial Nominee Program (PNP)

This program allows individuals, who have relevant skills, work experience, and education as per the requirement of the province or territory. You should be interested in living in the province and have the desire to live permanently as a permanent resident.

Either through the paper-based process or the online process of Express Entry, you can apply for the Provincial Nominee Program. Candidates have to go through the medical check and police clearance, which is a part of the process of Canada Immigration.

a) Paper-based process

Under this process, the processing time of applications is longer than the applications that are applied through Express Entry.   In this paper-based process:

a) You have to apply to the province/territory for nomination through a non-Express Entry stream.

b) Candidates should be able to meet the eligibility criteria of the province that nominates you.

c) You have to submit a paper application for Canada PR to IRCC, provided you have been nominated.

b) Express Entry process

There are two ways to apply in the online Express Entry process:

  1. Select the province and apply for a nomination through Express Entry Stream.
  2. If you receive nomination by the province or territory, you are allowed to create an Express Entry profile and get the notification of being nominated. OR, 
  3. You can demonstrate the province or territories where you are interested to migrate and construct an Express Entry profile.
  4. You can approach them if you receive the notification of interest from a province or territory to your account.
  5. You can apply under the Express Entry stream if you get a nomination from the province. You will get the offer through your account and accept it electronically.

In both the streams, you have to meet the selection criteria of the province or territory. You need to lodge an Express Entry profile and proof that you meet the required criteria, including showing eligibility to one of the immigration programs it offers. If you get an invitation to apply (ITA), you have to submit an electronic application to IRCC.

Best option to apply Canada PR – Express Entry or PNP

Express Entry and PNP are the two pathways to get Canada permanent residency. With Express Entry, you can settle in any place in Canada whereas, in PNP, you have to live for the first two years in your nominated province in your complete visa duration.  Express entry is the most popular and fastest pathway for Canada Immigration. In this, a profile is being assessed on the points which are given on factors such as- age, education, work experience, language skills, etc.  Candidates with high score get an invitation to apply (ITA) to apply Canada PR.

You can look for the PNP option if your CRS score is not high enough and doesn’t match with the requirements. Every province has its own selection criteria and grounds. Also, depending on CRS score and eligibility, Canada province invites applicants from Express entry pool, Express entry of PNP. For example, Saskatchewan province invites candidates with low IELTS score.

a) Express Entry PNP

While creating a new Canada Express Entry profile, you can mention about the provinces where you are interested in migrating to.  Applying PNP through Express Entry as a result escalates the chance of being selected to apply for Canada permanent residency.  Provincial nomination certificate not only provides enough points in your overall CRS score but also increase your chances to receive an Invitation to apply (ITA) in the next draw.

b) Canada Provincial Nominee Program Without Job Offer

 As we know that the Provincial Nominee Program is prepared to fulfill labour market needs of a particular province. The selection criteria and system of each province are different from the other one. But, there is something common, and that is all provinces have to strictly follow the recommendations of the National Occupations Classification (NOC). The candidate’s profession needs to be under the highly skilled occupations as shown by the NOC. At the same time, there should be high demand for the prospective immigrant’s profession in the province they have chosen.
