Changes in the Provincial Nominee Program of Canada

Provincial Nominee Program has turned as a blessing both for aspirants as well as for the economic status of Canada and will continue to the rule in upcoming months. The provinces and territories of Canada who take part in the PNP program become eligible to nominate candidates for the permanent residency program. Few nominations are the part of the enhanced nominations as they give the right to provinces and territories to select the applicant for Federal system under Express Entry program that consists of three federal economic programs of Immigration to Canada.

A candidate who gets nomination under Express Entry from any territory or province gets additional 600 points that guarantee their position to receive an invitation to apply (ITA) to apply for permanent residency visa to become a permanent resident of Canada. There are other nominations also which base nominations are where applicants apply through the normal system through various PNP streams in Canada.

Eligibility for Express Entry System

This year expectation for PNP distribution rate might get high as there is no news of the amount of rising expected. The Canadian Provinces and territories 11 in total started in the year 2018 with a combined allocation of 34,700 nominations. The increase in admission of candidates under PNP programs is the reason behind the growth of PNP in the country. Immigration, Refugees and Citizenship Canada (IRCC) have submitted the report of the year 2018 in the Parliament stating that the exponential growth of PNP since its beginning in 1996 where only 233 people got selected under this program. This year, there will be increase in PNP admissions to additional 61,000 permanent residents which ultimately reach to 71,300 by 2021.

a) Ontario

The biggest individual quota of PNP is for Ontario province. This year will be a huge one as the OINP has requested the IRCC to amplify its allocation by 7,600. Under the three streams linked to Express entry- French Speaking Skilled Worker Stream, Skilled Trades Stream, and the Human Capital Priorities Stream – there are around 6,978 invitations are being issued to candidates under Express entry in the year 2018 by Ontario. The Express Entry candidates received 3,719 invitation under Human Capital Priorities Stream, 1,633 under French- Speaking Skilled Worker Stream, and 1,626 by Skilled trades Stream.

Minimum CRS score has been changed

The candidates under Express Entry have to score minimum of 400 points to be considered for nomination is one major change set in the Human Capital Priorities Stream.

Entry-aligned New Express streams in Nova Scotia, Manitoba, and Alberta

The year 2018 has witnessed progress in PNP which will be surely seen in 2019 in the form of new streams linked to Express Entry in Nova Scotia, Manitoba, and Alberta provinces. At the time of General revamp of nominee programs of the provinces, Alberta as well s Manitoba brought their streams linked to Express Entry.

b) Nova Scotia

The Labor Market Priorities Stream came into the picture in 2018 as the third PNP stream which is directly linked to Express Entry introduced in August month in the Atlantic province of Canada. The Nova Scotia Nominee Program ( NSNP) with the help of this stream choose the applicants with the occupation that has shortage going within the province. After the modification in the labor market of the province, NSNP has announced that they will welcome target new occupations abruptly under Labor Market Stream.  In Nova Scotia province, there were three immigration streams (experience, labor market Priorities, and Demand Stream) linked with the Federal system of Express Entry.  There were about 81% of applications approved by Nova Scotia in the year 2018 under NSNP.

c) Manitoba

As similar to the official Express entry, Manitoba has expression of Interest (EOI) system through which a candidate has to file an individual EOI profile first under Manitoba Provincial Nominee Program. The applicants with the highest scores will receive an invitation to apply (ITA) based on the factors like work experience, education, Manitoba connections and other factors as well. Almost seven draws were held in the year 2108 from 1st January to July 9 and express entry invitations were given to 1,155 applicants by the MPNP.

d) Alberta

In Alberta province, just after the introduction of Alberta Express Entry System, notifications of Interest (NOI) were being issued on 6th July 2018. Under Albert Immigration Nominee program, the candidate is being searched in Express Entry pool with a minimum CRS score of 300 in occupations that are meant for the economic development of Alberta. The applicants who have Alberta work experience or job offer and with a child, sibling, or parents living there, or have attained a post-secondary degree at a Canadian Institution are given priority first. At the end of the year 2018, around 596 NOIs were issued in seven draws to applicants under the Express Entry System.

e) Saskatchewan EOI

Saskatchewan province issued 2,317 invitations for candidates who are under Occupation In-Demand and 1,763 invitations for Express Entry Sub-category from 21st August to 6th December 2018. As per the Saskatchewan Immigrant Nominee Program (SINP), the future financial success of the applicant will depend on the factors like work experience, English or French proficiency and education for both streams.

f) PEI recreates PNP

There was a revamp of EOI system of Atlantic Province Edward Island ( PEI) in the year 2018.  PEI welcomes EOIs of the Express Entry candidates in the Federal pool without an employment offer in the province. The priority is given for the candidates who are dwelling and working in PEI.
