A Quebec Selection Certificate allows an applicant to apply for a permanent residence in the province. This new EOI-based online system was replaced by the previous, First-come-First-served approach to accepting applications to the Quebec Skilled Worker Program.

In the EOI-based system, candidates create their profile in Arrima and are given with a score based on factors including age, education, and area of training, work experience, and French proficiency. Depending on EOI score and other factors including present labor shortages in the province, candidates are invited to apply for a Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ). Candidates who receive a CSQ are eligible to apply for permanent residence visa.
