Canada increases immigrant targets into 2021

Canada plans to welcome 1.3 million new Permanent Residents (PR) under the expanded immigration planned targets. It has set to increase targets for 2019 and 2020 and will extents its multiyear plans for immigration through 2021.

The changes were announced in the Immigration, Refugees and Citizenship Canada (IRCC)’s 2017 report to parliament which was made public on 31st of October. Fortunately this report coincides with the first anniversary of IRCC’s multi year plan for 2018 to 2020.

With this increasing targets and extending the plan with an year Canada now welcomes a huge number of newcomers through the company’s various economic, family & refugee and humanitarian immigration categories between the year 2018 and 2021.

The plan that has been revised gradually increasing the immigrant admission into the country each year with 3,10,000 for 2018 to 3,50,000 in 2021.  The targets for the years 2019 and 2020 have been changed which were originally set for 3,30,000 and 3,40,000 respectively to 3,30,800 and 3,41,000.

Role for Express Entry and Provincial Nominee Program (PNP)

Economic Immigration programs will be managed by federal Express Entry economic system and the PNP program will persist to play a vital role under the new plan.

Express Entry manages the candidate’s pool under the three main economic streams namely Federal Skilled Trades Class, Federal Skilled Worker Class and Canadian Experience Class.

Out of the 1.3 million new permanent residents to be invited in Canada by the end of 2021 nearly 3,31,000 are estimated to come under three economic streams managed by the Express Entry.

Provincial Nominee Programs have collectively achieved the target of 255,100 for the past 4 years which accounts for 19% of the 1.3 million. This program allows participating Canadian provinces and territories to nominate the immigrants who fulfill the demand of the province and offer them the PR visa.

Year and year PNP admissions grow at the rate of 18% of the total immigrants target for 2018 to 20.2% of the target of 2021.

Economic Immigrants will contribute to about 60% of the 1.3 million of the new PR immigrants. Other programs that are included in the class are Atlantic Immigration Pilot and the economic immigration programs are administered by Quebec province. Quebec targets are still to be determined by the government.

Admissions in Family Class Expanded

This extended plan has also affected the federal government’s stated commitments to family reunification. IRCC plans to increase the potential admissions by the spouses, partners and children sponsorship category which maintains the target for 2018 through 2020. The 2021 target for this category is 70,000.

IRCC also plans to amplify the range of potential candidate’s admission through Parents and Grandparents sponsorship program but the established target for 2019 and 2020 would be maintained. The target for expansion is 21000 for 2021.
