Under the Provincial Nominee Programs (PNPs), provinces and territories of Canada nominate eligible applicants who seek immigration to Canada and have shown interest for settling down in any specific province.
Excluding Quebec (as it holds separate system for selection) every province two territories of Canadian holds their own Provincial Nominee Programs.
All those provinces and territories with their own programs are under an authorized agreement with Citizenship and Immigration Canada (CIC) which allow them to elect eligible applicants for Canadian Permanent Residency visa.
The programs are being used by the government bodies of these provinces and territories for inviting skilled workers into their land. Every single PNP program is specifically constructed, keeping in mind the requirements of that province/territory, so that they can welcome immigrants who further can contribute into their economy.
